According to the author, “One of the first needs of a nation, after emerging out of barbarism, would be the enactment of a code of laws suitable to the character of the people and their locality. In accordance with this is the early history of the Jews as a nation. Only, unlike the laws of other nations, the Pentateuch legislation they received was perfect and complete, neither to be added to nor to be diminished, since it had been given by the God Who changeth not. Over the political, the domestic and the social life of Israel was to be written as a golden motto, ‘Holiness unto the Lord’.”
